Assuming You're Using Dragon -- Just Give the Command --
(Start Scrolling down) this will not work with every web page but most I found 
do. To end use either (Stop Scrolling or mouse click)

Does anyone know of a way to automatically scoll webpages? There are times when 
I'm on webpages with a ton of text to read and I thought it would be nice to 
just tilt my chair back and read while the page scrolls upward.

 i'm running vista and if i push in on the mouse wheel until it clicks, and 
then drag the mouse down, the web page will auto scroll.? the speed you drag 
sets the scroll speed.? running mozilla firefox.? works for msie and opera too 
but not google chrome.
