Whatever cell phone contains the Alexa App that set up your Echo is where your contacts for calling will exist. I am pretty sure they get imported into the Alexa App automatically. Having someone else load the Alexa App on their cell phone, combined with their name/number being in the Alexa App contact list that set up your Echo, should allow you to call that person's cell phone. I was able to call my attendant, who does not have an Echo, but did download the Alexa App, and it rang through to her cell phone, but she received some kind of microphone setting error that may be specific to her phone.
