Hi
I have 3 macOS partitions also a swap, scratch and / partition for Debian.
Each of the 3 macOS partitions has some sort of OS7.x system.
Before using System Picker I could choose any of the three to boot from 
but the machine would always boot the first partition being OS7.1. Going 
back to the startup disk cp would show each of the 3 partitions 
highlighted. Each of the System Folders is blessed.

I'm not sure that the OS7.1 install was a complete success, everything 
works ok and it feels quite zippy, little things like no screen mode 
choice in monitors cp and the startup disk cp not working properly make 
me wonder if something didn't go a little wrong. I've only got a Classic 
running OS7 so it makes a poor comparison.

System Picker works well enough but its a hack, I don't like the violent 
reboots compared to the ease of Startup Disk cp. Should the cp work 
properly under OS7.1 or would I be better off having a higher version OS 
running on the first partition?

If they're on separate partitions, the Startup Disk cp ought to work.

What's it doing instead of working?

Search for a program called SystemPicker.  Its a control panel that you can
use to "bless" a system folder, no matter where it is.
