I mix a small amount of gel coat into the chopped strand type filler. This makes a somewhat easier to sand filler but with proper fiberglass strength. You might be jumping the gun here. I think that area is where the two halves of the fiber glass body are joined. Most H4s have a rubber strip over this join. I only know of a single H4 that had the join smoothed and painted over and that was a white car. I suspect that may be filler cracking rather than anything more serious.
