I'm not sure this is the same issue. I just started a few VM's (4, to be 
exact), waited until the windows popped up for all of them, and three of them 
ended up spinning. Note that I did not click on the “Q” icon until all the 
windows had opened.

Could this be triggered by multiple VM's being started at the same time?

This should be at least partially fixed by
https://github.com/QubesOS/qubes-desktop-linux-manager/pull/18.
The issue happens when VM change state while widget's menu is visible.
The above does not fix that completely, but update the state when you
close and open menu again.
