If using Fedora as your sys-net's template, try switching to Debian.
Leaving all 4 NICs assigned to sys-net should work more easily than just
one. Check sys-net's journalctl for igb related errors.
If that still doesn't work, try booting a Debian/Fedora Live image on
the same hardware and see if the NIC works or if you need additional
drivers.
