Hi
The problem is that those instructions assume you have something like a
normal desktop - and in Qubes you dont.
You can get to the same place by Left Clicking on the networkManager
applet in the top RH corner of the screen - (the red bar chart)
Then select VPN from the menu and away you go.
The Super key is sometimes called the Windows key, or (as Rusty Bird
calls it), "Side view of four qubes waving around, suggesting inter-qube
data flow"
