Looks like the same problem as here:
https://stat.ethz.ch/pipermail/r-package-devel/2023q4/009790.html

Should have been fixed in SVN r85440. Unfortunately, the check machine
is still running r85433. This NOTE should go away by itself after a
while.

That sounds like a bug in the check code which has been fixed.  Do you 
have a function named pkgs() with an argument also named pkgs?
