Similar to sp and rgdal, upcoming sf CRAN windows binaries will use GDAL 3.0.4, PROJ 6.3.1, and GEOS 3.8.0. You can try a beta-version of sf 0.9-3 now by installing it with:
install.packages("sf", repos = "https://edzer.github.io/drat";, type =
"win.binary")
