Is it possible to control a squeezebox radio using one of the many
controller apps available for android phones if you don't have a
squeezebox server running in your network? Or do the android apps
communicate with the server rather than the SB device?

Yes, the device/App controlling the player communicates with the server,
not the player.

Yes, you can use any combination of SB players with or without a
control device/App without a local SBS server.
i.e.  no SBS server on PC/Mac/NAS or Touch's inbuilt TinySBS
But this means your players and device/App controlling the players must
be connected to www.MySqueezeBox.com online for internet radio, music
services, podcasts.
However, when connected to MySB.com you have no access to your locally
stored music (which requires SBS server).  Though you could use
MP3Tunes through this online server, but it is known to be glitchy.
