Tell us about the decaleur on the bars: Did you create it and machine it? 
Looks like each set of bars has its own decaleur.
And, what sort of bag and mounting method are you using with it?

Of course! Many times! And worse than rubbing: major things wrong with the
new build: the front derailleur won't shift to the small ring (stupidly
installed crank on far too long bb spindle; learned something!*), the rear
derailleur rubs on spokes before shifting to the big cog (that one still
puzzles me, but I got another rd to work), fenders turn out to be too
narrow for tires (learned what "65" really means with SKS P65s), custom
rear rack sways like a cobra under weight of 12-pack (well, that was just a
bad design -- solution: pay for new rear rack), front low riders came
without bottom attachments (ditto, but usable for light loads on smooth
roads), can't get rear derailleur to perfectly index (7 speed XT; gave up
indexing for over 20 years, not kidding), etc etc etc over 50+ years of
tinkering on bikes.

I recall the hurt frustration with my very first from-scratch build, when
no brake known to man would fit the bike; Indian rod braked roadster frame
meant for 635 mm bead set diameter rims built up with 622 bsd 700C rim in
rear and 24" wheel in front. I really didn't know that you needed to match
wheel size to frame. Rode it on dangerous hilly roads with freehweel and no
brake except jamming right Ked onto front tire, survived, special
Providence that watches over fools and Americans.

Live and learn is the lesson.

In the video, I'm hearing several sounds--are you referring to the scraping 
"shhk . . . shk-shhhk . . . shhk . . ." sound, sort of like a credit card 
scraping against a tabletop?

Since the sound is intermittent but appears to be wheel-related, and sounds 
like rubber-hitting-light metal, I would start looking for:

1: A fender or a fender strut is loose or bent and bumping against the tire
2: Something inside the fender or attached to the fender (e.g. the taillight 
wire or fasteners) is bumping against the tire
3: A loose brake pad
4: The wheel is loose on its axle and is wobbling (the quick-release might be 
not tightened all the way down)

I've been there, embarrassingly so. Years ago I bought a Dahon folding bike 
all decked out with fenders, racks and a dynohub..the first dyno I'd ever 
even seen live in person. The dang thing made a heck of a racket and I 
finally decided this can't be normal and I was beside myself about what to 
do about it. Then I gave the front wheel one more spin with my hand. The 
tire was rubbing a fender stay. Pulled the stay away from the tire, problem

Thanks! Stem length hasn't been an issue so far, with the pretty straight
bars.  Some with with backsweep like an albatross bar would likely require
a different stem.

 I present my handlebar swappable Atlantis. I was inspired by the Alps in 
the last BQ. I'm not a fan of downtube shifters, so I went with quill 
mount, which allow the bar swap not to mess with shifting.  The Paul moon 
units allow me to leave the straddle cable in place while swapping the 
bars, and with a slotted Tektro hanger in front and a modified IRD hanger 
in rear make it easy to simply slide the brake cables out.  Removable 
faceplate will stem allows me to swap bars by removing only two bolts. Not 
having to revamp a cable repeatedly should avoid concerns about them 
wearing prematurely or weakening.

Mike, I love the anodizing you did for your Golden Sam. It just makes a bike so 
personalized, and adds little delights all over the place. Yours all ties in 
together so very well; I’m aiming for a more cohesive look in the parts I’ve 
got coming from Analog. I’m also happy to see all the sparkle in the paint - 
Riv is going heavy on the metallic and I’m a fan. 

You’re getting a ruby/raspberry bike, too? Yes, this is a great trend. I love 
to look at my raspberry paint. I always think, “Pretty as a posy.” And I’ve 
started calling it Posy. Easier to say than Platypus. That doesn’t exactly roll 
off the tongue, you know? I suppose it’s in keeping with the humble nature of 
Riv; make a fantastic, beautiful bike, but name it something dumpy like 
Platypus. But I’m not disappointed! The head badge and decals are great. I just 
dread checking it into a bike shop for service though. There’s some kind of rub 
happening on that thing and I cannot figure it out. Nobody wants to tell the 
mechanic, “There’s something rubbing on my Platypus.”

The original Cliffhanger was not tubeless compatible. It also had a shallow
"V" cross section. The newer Cliffhanger is tubeless compatible and has a
rounded cross section.

 surprised at how difficult it is to get a lever under the tire bead.
 Looking at he Velocity page, I noticed that they are advertised as close
 fitting and that a thin rim tape must be used.  The wheels shipped from
 Walnut Creek with that rim tape so I kept looking.

 I noticed the center of the rim track was depressed from the edges, so
 when I squeezed the tire so that the beads were over the center, all of a
 sudden, there was space for a tire lever to get in and work. They were
 tight to start with but once started, they come off like any other tire.
 I've not ridden Cliffhangers but have noticed that they are mentioned here
 pretty often.

 Am  I the last to discover this? :)

I'll throw in a dia compe front twist shifter, if interested. This was on a 
3x7. ok to good cosmetic condition/fully functional. Crank has a bunch of 
scratches. * 40$*

*-Sram X5 trigger shifters + X7 rear derailleur*. this is for a 3x9 setup. 
good to vgc. *35$*

-*Dia compe xce canti's.* front and rear. in good shape/pretty clean. can 
throw in dia compe flat bar levers if interested- *20$*

-*700c wheelset- matrix titantour rims, suzue hubs, 7 speed freewheel*. 
need minor truing. free for pickup.

Weird, I've always found the Cliffhangers to be some of the easiest rims 
from which to remove/mount tires. Glad you were able to figure it out. My 
Sun CR18's have always been a pain in the ass but often depends what tires 
are going on/off. And they aren't tubeless rims.
