I'm confused - did you change out the wheels to a different size? I
have a le tour mixte

and I never had any issue with the brakes - but I left the 27 wheels on there.

About the straddle cable, I'd suggest finding a good used bike store
and digging through boxes.

You might be able to file the hole for the centerbolt to allow for some
vertical adjustment. Kind of like these Mafacs:

If you do that in combination with filing the brake shoe slots,
you might just make it.

You could also fabricate some sort of drop bolt.

 So with the first issue I go to the ROB group for some answers. Any
 ideas of making this work? It's SOOO close to fitting. Or should I
 just bite the bullet and look for brakes that fit?

 and about the second issue. Anyone have any ideas and where I can find
 one? I might check out my local place, Cycle of Change, but never
 guaranteed that I can find the part there. Thanks in advance!

You might be able to file the brake slots to make it fit, otherwise longer 
reach brakes. 
Looks like you're pretty long already. The Tektro 800A sidepull goes to 78mm, I 
think you've got the diamcompe 750 center pulls which are 75mm, so that extra 3 
may be all you need. 
Rivendell sells the end pieces so you can make your own straddle cables as long 
as you need.
