Drew,

They did make smaller ones specifically for the hub area rack, and used a 
swanky attachment system consisting of a little pocket for the lower 
portion of the rack and an irish strap for a rather robust attachment. 
Funny thing is they are about the same weight and volume of some modern 
high end waterproof panniers.

I've got a pair, but my wife won't even let me use them, so I doubt I can 
convince her to sell them...

BUT, if you have the $$$ and are willing to support MUSA, these do in fact 
fit the rack with a bit of effort (confirmed in my living room):

thanks joe. i've used some ortlieb gravel packs a few times and they work 
fine, although they take a little maneuvering to get on there.

i was hoping someone would chime in with a "oh yea they made smaller ones, 
i have an old pair if you're interested..." haha
