If considering any Jones bar (31.8 clamp dia), you may also consider the Nitto 
UI-12 quill stem on ebay 
.
  
That bar (and the Billie, for that matter) allow for quite a bit of 
torque.  To counteract that torque, the Nitto UI-12 has a 4-bolt clamp.  
Nice looking, and I could've stood on the Jones bar I had on my Clem and 
not moved it.  Note it does not have the height of a Tallux nor Technomic.  
You can get the UI-12 on eBay in various stem reach lengths (currently 60 - 
120mm).

I think the lack of a larger flair/it being a narrower bar is gunna be the 
deal breaker for me..  I love a 45' bend on a handlebar; it's my personal 
favorite hand position for 99% of riding.  My issue is that the jones is 
super stiff, and I love the feel of my boscos, so I was hoping the billie 
could get me a similar comfort/compliance but with a more familiar 
jones-style hand position/width.  Maybe the ever-elusive Waive bar will be 
the answer. We'll see...

I stuck a Jones bar on my single speed mountain bike and totally love it. 
The 45 degree bend is awesome and the bar gives quite a few different hand 
positions. I really like the loop area for a small front bag too. The 710 
version of the loop bar has a lot of real estate so you can ride normal 
with your hands on top of the brake levers or scoot far back for a pretty 
upright position. 

Haven't tried the billie but it doesn't flair out as much as the Jones. On 
a bike meant for off road riding, I would rather have the flair. My 
Appaloosa has Chocos which basically come straight back. I like that for 
greenway riding and more casual/touring stuff.
