Used bikes: Cup of Cool Water or Bicycle Butler. LBS: many good shops -- good people. But shops here tend to be fairly performance oriented and focused on big 3 brands -- we really need a solid commuter/family (think Free Range Bikes or C&O) shop here. In any case, good LBS recommendation depends on which part of town he's in. PM me for more details.
