I've gotten them in the past from:
- Ben's Cycles
- http://www.boulderbicycle.bike
- The Touring Store

Sometimes, based on availability, you have to order the correct length but
a different version and then separately, order the adapter to convert it to
yours. Boulder has that configuration in the 121mm, I believe.

If, by any chance, your brakes don't need a cable hanger (V-brakes) or some
other configuration where the rack doesn't attach to the fork crown and you
have the cable holder placed there (like I do in my Atlantis), you can
adapt a normal cable colder to be the holder for the decaleur:

This has the added advantage that the handlebar height/type doesn't
interfere with the decaleur.

Once I get the Tallux/Bosco mounted, I will measure how much length I will 
need and order.

*Only question is ...where to order from???*

Seems like I cannot find a retailer with the horizontal versions in stock 
online for the 121 or 91, which I am sure I will need.

Hi Ron.  I've been curious about an aspect of decaleur use and this is 
perfect time to ask.  

I use Acorn front bags with the stabilizer straps that came with it, looped 
around my drop handlebars below the brake hoods.  When the lid is closed, 
the top is laying over the bag's opening and the rearward flap slips down 
behind the bag and I fasten the elastic band to the hook on the bag.  In 
your picture and in many other pictures I've seen of decaleurs installed, 
the 2 bars going from the stem to the bag occupy the same space as the lid 
flap does when it's closed.  

How do you handle this---do you always leave your lid unfastened and never 
loop it in?

I've posted these before

 

Set up for a tall Acorn rando on a 25" Raleigh frame, I just measured the 
drop - right at 80mm, using the long Berthoud decaleur, with it tilted 
forward enough to grab the bag properly.  

I'm looking to buy another of these to also use the bag on my upright bike 
with Map bars in almost identical height position.
