I've had good luck with 3M Super 77 or High Strength 90 spray adhesives.  I 
haven't used the Permatex, but I'd guess that the spray adhesives might 
leave less of a mess if you decide to remove/replace the grips at some 
point.

I have been pondering this same question, and wondered if it would be OK to 
tape the ends until grips are back in stock?  Would the tape residue later 
make the grip installation difficult?  What kind of glue do people use? 
 How can you get the grips off if you need to?

White gas or lighter fluid will remove any handlebar tape goo. So you 
should be fine taping it till you get the details worked out.

The what glue + how to get cork grips off Qs came up recently in another 
thread. 

Glue: Permatex Form A Gasket #1 available at auto parts stores. Related Riv

To remove: hold the grip firmly w/ both hands and twist. It takes some 
effort to break the seal, but once it's broken the grip slides right off 
and the glue chips off with a plastic scraper.

If it's just for checking out stem length, just ride bare, don't even fake 
it with the cork. Then when you got it, glue 'em.

Right, no grips until the stem and cockpit are finalized works for me. If bare 
bars bother you, uses h-bar tape laying around can be put on or off in minutes. 
Wrap it from the brake levers back to the bar ends and finish with electrical 
tape. This way, pressure from palms pushing forward goes with the grain of 
wrapped tape.

The glue thing has sworn me off cork and other such grips. I use tape or the 
grips that that clamp on with bolts at the ends. Not as elegant, I know, but 
for me, there is no such thing as a final cockpit. I'm going to be changing 
something sooner or later and it's going to involve dealing with nasty, glued 
grips. Pass.

You can practice with rubber grips.  To get them off, fill up a small 
portable air tank at the service station, get an air hose with a rubber 
nozzle, slip it under the rubber grip and blast it off when you want to 
change to cork.

I use a wet butter knife to get off rubber grips, just work it around,
takes 2 minutes.

The bar-ends should keep them from slipping off, and you can snug the brake 
levers up aginst them to stop them sliding forward.  They will still rotate 
on the bars, but you could try maskng tape underneath them to reduce that.
