Looks like Moulton's tool bag fits just right in the cage. (Rulers in the 
photo are centimeters, not inches)
It came with the bike when I bought my moulton in 1999.
I don't know if they still make this bag. (I looked at their website but 
couldn't find it)

It is for tubulars, and if it's the same one I bought from Ben's a few
years ago, it only fits very narrow ones. Probably only 23s, at most; maybe
less. My 25s didn't even come close.

It might be my folding skills, but I got them as small as I could!

Nitto often makes things on request (much of what we have is that 
way...like maybe half or more). Sometimes the requester will promise orders 
for a thousand and end up buying half that and disappearing. In the old 
days, that wasn't UNcommon. They have a ton of 1-inch quill stems, for 
instance, and it's not because they were trying to eat up factory time. 
Somebody ordered, didn't buy. 
The tubular tire carrier has the earmarks of something like that--it's been 
around for years and years---but it could also be resurrected upon request.

I know it doesn't fit Hetres. Definitely not the way (skinny tubular) tires 
are intended to fit, and also not angled 90°. It may fit Challenge 
Parigi-Roubaixs but I haven't tried.

If you have a nice-looking bag/toolkit and a pedal strap, it'll serve as a 
conversation piece carrier for those though.
