I don't have a dog in this fight since I live way across the country, but 
I'm curious.  If someone finally spots this bike and the individual (I 
won't say "thief" because the bike may have been sold since the theft) 
who's riding it in an approachable location, exactly what does one do about 
it?  From what I've seen and heard about what the police in the Bay Area 
are either willing or able to do in cases like this (think the recent 
decriminalization of shop lifting) how are you going to go about getting 
the bike back from the current "owner"??  I hate to say it, but these days 
it seems like the simplest and least confrontative thing to do would be to 
simply "steal" it back when he or she is not looking.

This guy looked to be about 5’9” and the frame must’ve been a 65 cm.  He rode 
it with 1 foot on the pedal and the other dragging on the ground to slow him 
down. There was a can of Coca-Cola rattling around in an expensive titanium 
water bottle cage. bars were adjusted in a way that could not have been 
comfortable for anyone.
