In my family biking experience, I will expect you to have an easier time 
with her up front than in the back. I find that a kid in the back affects 
the ride MUCH more than a kid up front. My current family is the stoutest 
of stout Workcycles Fr8 and I have the kid saddle mounted on the downtube. 
I can put my 12 year old and toodle around with him in front of me. But 
when I have a kid on the back, I have to make sure the tires are pumped up 
enough and it is much more noticeable.

I know I did not answer your question except to say: keep her up front as 
long as you can!

And I like Deacon P's suggestion of putting the seat over there with the 
current set up.

I'm in a similar situation... more bikes than time to ride with family/work 
and other of life's curveballs (such is life.)  I was previously riding my 
Clem H with a front seat with our (currently) 18month old.  When winter hit 
the NE I regrettably put the Clem H on hiatus to swap out for a winter 
single speed which I think I've since ridden once in the past two months.  
My reasoning was two-fold.  I wanted/needed a lighter, rackless bike that 
could be stored up high on a wall mounted rack in our small living space 
and to rotate to get some miles on one of my otherwise neglected projects.

The winter single speed was originally conceived as a poor man's Hilsen 
and/or Quickbeam.  It's a tall 27" seat-tubed '83 Schwinn Traveler I found 
at a local co-op as a bare frame.  I initially thought I'd build it up to 
replace another old geared roadbike ('87 Schwinn Traveler) that bit the 
dust.  I then realized this one had no derailer hanger and required a bolt 
on hanger.  In the interim I built it with existing parts as a single 
speeder and after a few brief iterations it now sports chocomoose bars I 
originally tried on the Clem H before a Jones H-bar conversion.

All of this is relevant in the sense that this Schwinn is under 
consideration for similar usage to your Saluki... I'm thinking as temporary 
front loaded baby hauler in the early spring with an eventual conversion to 
a rear child seat that does not otherwise fit the Clem H (seatstay 
interference.)  I have not yet tried this one with either baby seat.  It is 
certainly less stout than the Clem H and I anticipate it will fit/feel 
different but by how much it's hard to say so I know I'll just need to give 
it a try over the next few months.

Financially, I'm in no position for any other bike acquisitions to fit this 
need (baby hauler that will work transitionally with both, our front and 
rear, child seats) while doubling as an all-rounder with the seats easily 
removed.  Although I've considered selling some of my others, the 
time/logistics of just trying to do so along with the sunk costs Patrick 
already alluded to has made me hesitate as long as I still have some 
available offsite storage.  I know I'd regret selling the 65cm Clem H... 
and with few in existence in this size not likely easily replaceable 
(except maybe with a Gus Boots-Willsen, though by the time I'm in a 
position to replace a sold Clem, an XL GBW may not even be easily 
obtainable?)

My other bikes are also of little to no value except one other that should 
have some value (Waterford made Milwaukee single speed) but is a long term 
rebuild project I'd absolutely regret bailing out on at this point even 
though I haven't had much time for it.

With all that said, I guess my point is: I'd give it a try before taking 
any other drastic measures.  I've had similar thoughts and came up with my 
own two or three bike stable concept but have yet to execute and realized I 
truthfully don't need much more than any of my existing bikes currently 
offer and by the time I finalize any bike line-up changes my needs may very 
well change by that point as well.
