For mild Los Angeles winters, I like the Walz 3-panel cotton or wool caps. 
Pretty secure and I can wear them under a helmet in a pinch.

When it goes below freezing I have been using a Giro ski helmet.  It has 
ear protection built-in, closable vents, built to be warmer, etc.  The fact 
that it fits me perfectly helps!  Also, ski goggles, if chosen carefully, 
can fit well with the helmet.  My eyes water in the cold and goggles help, 
though I do not resort to them unless it's really cold.  All this said, I 
know ski helmets are not certified the same as bike helmets so use with 
your own judgement.

Lots of iterations of wool caps that cover the ears to a balaclava that 
tucks into my base layer top (haven't tried PJWs top w/ hood) but I always 
add a helmet cover. when it gets cooler.

40°F and rain this morning, will be using all the tricks. This is always 
the worst weather for a commute. Colder with wet snow is better than rain 
between 33° and 45°.

I have a cap like this, but insulated with primaloft, made by REI. It fits 
under my helmet and is ridiculously warm. I also use a Giro winter wool 
bike cap for milder conditions and a wool beanie for temps between really 
cold and kinda cold.  My head stays happy if I pick rightlol.

If it's below freezing, I wear a Rapha "deep winter base layer". It's a
medium thickness 100% wool long sleeve top with thumb loops and a built-in
balaclava. With a helmet cover I stay warm without overheating. Above
freezing I'm fine with the helmet cover and a Smartwool headliner.
