Good eye! I ride with bars 1.3cm below saddle. That means slammed stem on my 52 Sam with Fistful of seatpost. My Tech standard stem didn't work so I got the Tech Deluxe as it had less rise. Tech bottomed out on Sam. Deluxe stopped about 2mm short of bottoming out so it worked. I don't think I knew about pearl Stems at the time. Now I use pearl stems. I traded the Sam for a Ram. Ok, I just have to ask. Why are you using a Technomic stem when you clearly don't need all that height? I don't think I've ever seen a threaded stem inserted that far! That is rust or iron oxide from the inner surface of the steerer. Luckily, an anodized aluminum surface like your Technomic Deluxe stem is pretty tough. Some vinegar and fine steel wool should remove it without any further damage to the anodized surface. If yours was a regular Technomic, it probably wouldn't be anodized, and thus could be scratched by the steel wool. To prevent problems like this in the future, it is important to grease the inside of the steerer before assembly. (A regular, non-anodized stem would be even worse, as the aluminum-steel interface sets you up for galvanic corrosion. In that case, the stem would be attacked preferentially, leading to large volumes of aluminum oxide, and possibly a stuck stem in bad cases.) This will sound overly fussy, but if you track down some fine bronze wool there's no threat of rubbing any ferrous deposits into your lovely aluminium stem. Not sure if it really happens to aluminum, but bronze will "rust" if rubbed with steel wool. I can personally attest to how well Quick-glo works. I've tried everything to refinish some vintage, aluminum GoodForm chairs (http://pastpresentfuture.net/archives/gf.html). Nothing worked as well as the Quick-Glo. The stuff is taking off decades of age and abuse very quickly with just an old tshirt for the polishing rag. I'm stocking up next time I go to Riv! Busch aluminum polish. I've never seen anything on aluminum it won't take care of. Not a wipe it on,wipe it off deal but with a little elbow grease you can restore just about any stem to new like condition. You likely already have something to remove it. WD-40, grade steel wool(does not remove anodizing), metal polish to name a few.
