Strikes me that they'd be perfect for 'accessorizing' splats too.

That's the stuff - what I got was ACR "Res-Q" Reflective tape - package of 4
4"x4" patches for about $13.  States that it complies with SOLAS 74/83 and
USCG 164.018/4/0

I'm a semi-professional taper.  I have a tape wallet store on etsy.

They have reflective tape in many colors, including orange.  Here's

Seems like a really good idea, that would not otherwise impact the
look of the bike.
For my rims, if I were to try this technique I'd want something that
blended in with the silver color during the day, even if it weren't
the "most" reflective at night.

one year. way too much money, and blinkies are cheap and last a long time.

Ride buddy and Rando guy JimG has done this to at least one of his
wheelsets.  It makes his bike very visible and dynamic when viewed.

I've found some super reflective tape designed for marine rescue use (goes
onto survival suits and floatation devices).  I've cut strips that now go
around the struts on my racks, mostly for side visibility. I've used larger
sections on the fenders as well. I've located a couple of bits so that the
pedaling motion of my foot/ankle will cause them to "flash" if viewed from
the side. 

The reflective tape which is sold by RUSA is pretty good, excellent
visibility though a bit finicky to work with and prone to scratching off.

My shoulder bags have hanging reflective tabs, my wind/rain shells have
reflective piping, my SIDI shoes have reflective heels, and when I'm wearing

Go here and scrolls down to see the "Spokees" reflectors. I have them on 
several bikes. Quite visible, and they work with aero rims.  Lots of other fun 
shapes, too.

+1 for using ankle straps.   I use Joglite(?) brand reflective ones
that Harris Cyclery sells, one on each ankle.   Of course the right
strap has the dual purpose of keeping your pantleg safe from the big
ring (if you're wearing pants, that is)

I've had three dyno tail lights die this year on two bikes.  So am
back to batteries.  But yeah, have to remember to turn them on/off.
Luckily my commute from home is always in the dark so that's a good
incentive to turn the lights on.

Reflective tape intended for use inside the rim was once sold under
the name Sidelights.  The package looked like this:

They were very reflective, and showed up well from the front, back or
sides.  I haven't seen them in years.  The advent of v-section rims
may have done them in, they would not have conformed well to the sharp
bend.

I don't think that standard reflective tapes would work as well, but
it could still do some good.  I do like reflective sidewall tires for
commuting at night.

I also really liked the Schwalbe tires with the reflective strip until
about 2 months of riding in the Seattle rain covered them with an
incredibly hard to wash off layer of grime.

My biggest problem with any rear light has always been remembering to
turn it on. So for basic visibility I have reelights, a fender-mounted
spanninga and a rack mounted spanninga (both with "senso" or whatever
they call auto on/off). RBW spoke reflectors in the wheels. Reflective
tape on fender. Reflective tape on MUSA pants/knickers (and Splats if
it's raining).

When I do remember to turn anything on it's a Superflash on my
SaddleSack, which it seems is no longer the brightest in the price
range. And it's no DiNotte, of course. But it is bright. And its
battery life helps mitigate my second biggest problem with rear
lights: remembering to turn them off.

Ixon IQ up front. Again, probably not the absolute brightest. But
bright.

I really should get a hub dynamo.

Agree with Justin, the PDW is brighter than the Suerflash.  But the
batteries last a shorter period of time.

Have used the Rivendell spoke reflectors in the past.  Only one on the
winter commuter right now.  The front was rubbing against the brake
pads.  Have to find a better method.

Ankle reflectors may work, but whenever I use them they seem to slip
around too much.  But should start using one again.

I have both in front of me and the Radbot beats the pants off the
Blinky, I think. The activation switch is easier to use, it has a nice
huge built-in reflector and it has a nice solid feel to it. Plus it's
brighter. Like, a lot brighter. At least to my (poor, burnt) eyes.

bright than reflectors after dark. What I really like are Schwalbe
