Me, I like knickers (American, not British) with nice wool socks. Bicycle
Fixation's are good (socks and knickers) but I've had my own made from
quality Goodwill wool dress trousers, having the leftover material from the
leg bottoms sewn inside on the thighs and waist for added wind protection.

As for the hems, I simply have them cut and hemmed at the right length -- I
like mine long, for the Tintin look (http://tiny.cc/81qx0) -- and then have
velcro added to the bottom. Be sure to choose high waisted pants for better
in-the-hooks fit.

I've been thinking of taking similar pants and having them tapered and 6
zippers added but haven't yet done so.

Lastly, Co Cyclist had a pair of cycling long pants in the last catalogue I
got: I noticed them but didn't pay much attention. ~$160, IIRC.

Women-- have you got favorite pants that you can ride in, but that
look good off the bike?

I take the MUSA pants along on loaded tours, but they are not exactly
stylish and well fitted. I'm fond of Ibex's Loose Tights for everyday
wear in winter: they're comfortable on the bike as long as I cinch in
the legs with legbands, and off the bike, they look like normal
everyday pants.

The stoker on our tandem has taken a liking to the ibex knickers.
Wool, warm, movable and good looking. Depending on your height/size
they might work for you.

The stoker/SO is 5'8 and wears between a 27-32 depending on the cut
of things but she found the 30 ibex knickers comfortable.

Add to that a nice set of tall socks and she looks great.

I've had good luck with tapered running pants from the local runners shop 
(Playmakers in Okemos)  I think the ones I bought were Hind, brand.

I also like Zoic's bamboo-material knickers, Reign I think is the model name.  
Nice construction and details, very comfortable and well made.  (run tight in 
the waist, tho)

I like REI ACME (for cold) and Mistral (for not-so-cold) pants.
They're not bike specific, but I commute daily through the rain, snow,
ice, etc in the winter, and I wear one of these pants almost daily.

 In year's past they've been made of Schoeller, which is a high tech
super fabric. Like others here, I'm pretty skeptical of high tech
super fabrics, but Schoeller is good stuff -- it's not a spray-on
treatment; it's water resistance is the result of the fabric weaving
(essentially -- the fabric doesn't allow water to rest and soak --
though heavy downpours will soak through).

Unfortunately, REI is not using Schoeller this year -- but they're
pretty good at imitating, so I won't be making a call either way until
I try the new pants.

I'm a big fan of Arborwear pants.

They were designed by and for tree climbers.  They have a crotch gusset,
smart pocket placement, and they fit well:  comfortably loose but not too
baggy.  And they don't have that stupid hammer loop that Carharts have, the
only purpose of which seems to be to get caught on things.  The Original
Tree Climber's Pant is heavy canvas similar to Carharts but my favorite is
the lightweight version, a very nice weight about halfway between Levis and
khakis.  I haven't tried them, but they now offer a Tech Pant made of
nylon which looks like it could be a very nice cycling pant.  No ankle
cinches, but I prefer reflective velcro straps anyway.
