I second the oil filled heater recommendation,  good & fairly safe because 
there is no exposed heating element.

I had an "oil radiator" from WalMart, much like this:

which was pretty effective in my 2-car garage, which usually bottoms out at
40*F. The only problem is that they take a while to heat up the space.

I replaced it with a small, ceramic, electric heater with blower that is
overall less efficient but that gets me warm, faster.

Consumer Reports has reviews and rataings of space heaters on its web 
site.  I'm confident anything they're recommending is GOOD not burn your 
shop down quality.  The top rated one is a Dyson AM09, about $450; next 
is a Vornado TVH600, about $200.  Least expensive is the Holmes HFH436 
at $40, and it's not all that far behind the Dyson & Vornado in the ratings.
