Yes they do! Another solution is to buy a rear brake nutted version and use 
a problem solver extender thingy on the front. 

Either way, it is an easy thing to solve for.

The Bella Fiesta will solve the straddle cable issue. The diacompe may be a 
little tight around a 60mm fender, but some strategic dimpling would do the 
trick. Mafac Raids would be the best choice likely for that fender width, but 
they can be a little tricky to find at a reasonable price and often will need a 
rebuild. Compass sells the rebuild stuff. Good luck on the fenderadventure!

Thanks Clayton,

After your first e-mail, I did some research and confirmed I was wrong in
my assumption. I've ordered a pair to try them and compare them to the Paul
Racers.

The new gist I'm exploring is putting the rear one below the brake bridge,
per Sheldon's suggestion. This will allow me to run a center pull in the
back as well.

The one detail pending is the straddle wire. No problem with the Paul's,
but the Dia-Compe seems to have a fixed length straddle wire that may be
too short for the rear. I ordered the Dia-Compe balla/fiesta cable straddle
ends from RBW to see if they allow me to customize the length.

Thanks for the tip on using the valve stem ferrule to fill the recess if I
reverse the rear brake. I was thinking of how to approach that, but your
suggestion is simpler than what I was thinking of doing.
