I suggest you consider using a thermostat instead. It's more logical  
and nobody needs to remember to turn off / on with the seasons.


You can use an AC-rated electric heater thermostat. I've seen them at  
Lowes, or from Graingers or HVAC suppliers. Also called "line voltage  
thermostat". It will have a rating of 15A or more. Mount it where it  
sees temperature range similar to the pipe in question, in a  
weatherproof box.
