Aboriginal suffering extreme, says report

AAP -- Australia's Aborigines suffer levels of trauma usually found only among
people who are systematically tortured, subjected to genocide or sent to
concentration camps, according to a government report released today.

The report says almost two thirds of patients who seek treatment at the
country's Aboriginal medical services either have mental disorders or are
psychologically distressed.

The study of mental health in Australia was prepared by the Federal Health
Department and the nation's leading statistical health research body, the
Institute of Health and Welfare.

The severity of problems Aboriginal people endure is comparable only to the most
extreme circumstances, it said.

"In studies of non-indigenous communities, the extent of such traumatic
separation, loss, abuse, dislocation and dehumanization can only be found in
populations subjected to systematic torture, genocide, concentration camps or
urban or family violence," the report said.

It is one of three background papers prepared for federal, state and territory
health ministers to help set Australia's health strategies.

The papers cover not only of Australia's 353,000 Aborigines but also other
groups in the nation's population of some 18.8 million people.

The report follows recent criticism of conservative Prime Minister John Howard's
government by the United Nations for restricting Aboriginal land rights.

In March, the U.N. Committee for the Elimination of Racial Discrimination
accused the Howard government of introducing racially discriminatory land laws
which ignore the rights of Aborigines.

Ahh! nothing like being savaged by the Times art critics to assure a major
public success!

I liked the line:

"The choreography favours unison movement staggered across the stage like a
chorus line lifted from MTV. Each scene has its own single motif, is
totally self-contained and is separated from the next by a blackout."

I'm sure Allen Robertson has absolutely no knowledge of such things, but
this is exactly the way that most "authentic" ceremonial performances are
presented.  Sometimes you actually wait a day or more between each segment!
Kooris had been doing it that way for a long time before MTV came on the
season, and will probably be doing so for a loing time after it has
disappeared!


Then there was the observation that:

 "After the entire cast comes together for another unison group scene The
Dreaming stops. It doesn't end, doesn't reach a finale. It just stops.
Still, much of the audience whooped its appreciation."

Again, of course, this simply often happens in the "authentic" version of
the stuff. And that naughty audience! They liked it!  Just goes to show the
inability of the population to understand the essence of art criticism. If
you can't blather, then slander!

I always like the juxtaposition of the "I don't like it , so it can't be
art" from the critics with the "if it's art, I don't like it" line from
some other sections of the community!  Sounds like Bangarra must have got
the show  just about perfect!

I agree totally Trudy, I aplogise for bringing it up in the first
place...didnt realise how muchI would be attacked ...ah well...just goes to
show how open people are to having difference as a positive thing.
Anyway it would be good to get back on track which its seems to be doing.

 As has been mentioned, this is a forum for discussion of Indigenous issues

 We have reached the point where no-one is learning anything new and we are

 Negotiators recommend Ottawa accept $90 million land
 claim deal


  RAE LAKES, N.W.T. (CP) -- Government and aboriginal
negotiators are expected to initial an
 agreement next Monday that would give a northern First
Nation $90 million and title to 39,000
 square kilometres in the Northwest Territories.

  Initialling the agreement means negotiators recommend
it form the basic shape of a final treaty.

  The agreement, reached in Ottawa June 11, affects
about 3,000 Dogrib living in four
 communities in the North Slave region, which stretches
from the Mackenzie Valley eastward to
 the central Northwest Territories.

  As well as money, the Dogrib would also get mineral
rights to the land covered by the treaty,
 which is adjacent to the area now producing diamonds.
The Dogrib would also receive a share of
 resource revenues derived from the Mackenzie Valley.

  The agreement also lays out the framework for Dogrib
self-government -- the first northern land
 claim to do so. Federal law would prevail over Dogrib
law and Dogrib law would prevail over
 territorial law.

  Land covered by the claim has been extensively staked
for mining. Existing claims will be
 honoured under the new agreement and will continue to
be administered by the federal
 government.

  The four communities -- Rae-Edzo, Snare Lake, Rae
Lakes and Lac la Martre -- would be
 governed by chief and council. While the chief must be
a Dogrib, seats on council would be open
 to all.

  Members of those communities begin discussing the
agreement immediately after the initialling at
 the Dogrib general assembly in Rae Lakes. They will
vote on it later.

  If it's approved, the federal and territorial
governments and the Dogrib will begin hammering out
 a final agreement.

  Tuesday's appointment of Robert Nault as minister of
Indian Affairs and Northern
 Development, replacing Jane Stewart, is not expected
to affect the initialling.

  Negotiations on the agreement began in 1994. The
Dogrib have also signed benefits agreements
 with both diamond miners operating in the area, BHP
Minerals and Diavik Diamonds.
