Freeze break request for a11y regression

Yelp has two major regressions in 3.18 due to the port to WebKit2.

754912 is an accessibility regression. Carlos has fixed it:

Can we get this fix into 3.18.0?

(753443 doesn't affect using Yelp the normal way with help: URIs, but
it does totally bork it for working on local files. I don't know if
we'll get a fix today for 3.18.0, but it's a top priority for me for
3.18.1.)
