New (optional but preferred) dep introduced in 4.5 - Opentts

As of July 2nd, kdeaccessibility/jovie introduces new optional (but preferred 
when both Speechd and Opentts are found) dependency in 4.5 branch (and trunk) 
- Opentts.

No that it's any problem for me as a packager, but I thought introducing new 
dependencies that late (after May 11th: Dependency Freeze) should require 
exemption[1] or at least public announcement.

True. This has to be made optional for 4.4. If not possible, please revert
it.

Ah, misread. It is optional already.. If so, I dont think it is a
problem
