The license in .po files is dependent for each translation team. Some 
translation teams may have a license policy, and some other translation teams 
may not have a license policy.

For "ca" and "ca@valencia" teams, we use the first bullet at item #4 (pointed 
from #7, translations) from https://community.kde.org/Policies/
Licensing_Policy:

LGPL version 2.1, or version 3 or later versions approved by the membership of 
KDE e.V.

We use this license when we have the agreement of all translators of the file. 
So, we have some files (most of them) with this license, but also some files 
without license because we missed some translators.

I'm with you, but it's not easy to set a explicit license: when you have a 
source file or translation file with some contributors, you need the agreement 
from *all* of them to relicense the file. But maybe some of them are 
unreachable, and then you have the old license (or no license -> package 
license).

I think this line is present in template (.pot ) files, which are the source 
for translation (.po) files.

Below this line, there is a line for each contributor to the file, with the 
name, email and year of contribution. I'm not sure about removing the 
"Copyright" line.

Translations for plasma-5.8.6 announcement

Hi,

announcement for Plasma 5.8.6 [1] doesn't show the upper bar to select the 
also available languages for the translated announcement, so the user can't 
read the translation. How we can fix it?

As an example, previous announcement [2] shows the bar to select the available 
languages.

Issues with last announcement (kde-frameworks-5.21.0)

Hi,

There are two small issues with last announcement related to "KDE 
Releases Frameworks 5.21.0" [1]:

1) It lacks the menu where to choose the language (like KDE Releases 
Frameworks 5.21.0 announcement [2]):

2) There are two not translatable sentences (maybe a missing i18n call?):

2.a) "New framework: KActivitiesStats, a library for accessing the usage 
statistics data collected by the KDE activity manager."

2.b) "Qt >= 5.4 is now required, i.e. Qt 5.3 is no longer supported."
