As you mentioned, it's hard to predict what will happen, so I think it's fine to do releases as is needed. If a serious bug-fix lands, it can be discussed at that time and a release made if necessary. Maybe a release team on Invent, this way it can be used for the Mega Release and future release related tracking. Plasma depends on kexiv in Gear so Gear would need to be before Plasma. I would certainly prefer it go into Frameworks than Gear as I think Gear should be only applications. It's odd enough that Plasma depends on kexiv and that's in Gear.
