I would suggest building an adapter rather than buying a prom burner.  
The cost of proms (when you can find them) has gone out the roof.

adapter already built to handle these proms (they were used in the Motorola
Syntor and MCX-100 radios)

You can also build the adapters by hand, all it requires is a header and a
socket and some time matching the input and output pins. 
The cost of the eprom adapter is about what you would pay for a couple of

As far as the RH256 radios with enough modification they can be set up to
work as simplex link radios for Echolink or IRLP.  
Both radios will encode and decode CTCSS tones.
The RH256 will require some component changes and a complete retuning /
alignment.  
The RH256NB model may be able to be retuned and realigned to 2 meters
without component changes.
In order to get the appropriate signals from the RH256 / RH256NB you will
have to dive into the radio to get most of your signals since neither radio
came with any kind of auxiliary connector.

One word of warning, the MSF-5000 CW ID timer is hard coded to ID at 15
minute intervals.

[Repeater-Builder] Wanted - MSF-5000 UHF Duplexer Cable

service, and have all of the components needed other than the "TEE" cable
that connects the transmit filter / receiver / antenna.

IIRC the two beeps 
indicates an impedance mismatch between the IPA and the prefilter or the PA 
and the post filter.  Tune both of these and it should 
work.
 
Also I did not realize you 
have the DTMF option, it would be best to unplug it so that you can check the 
repeater without having it complicating matters.

Don't know what engine you have in the fire truck but Detroit had a problem
several years ago with their DDEC ECM radiating spurs.
Look in the 30-50 MHz range with your analyzer and see if you have spikes
every MHz or so.

Detroit replaced the ECM under warranty and the problem disappeared for us.

me your file and I'll look at it and check it with a Syntor I keep on the on the 
bench and make sure it works.

 
It's 
been a while since I did a UHF Syntor, but if my memory is correct all that I 
did was generate the hex file with the receive if flipped, then all 
that you have to do is tune the receiver pre selectors, tweak the 
transmitter and you're ready to go. No changes to the VCO, 
etc.

 
I also 
recommend generating a test eeprom where you move the frequencies a 
few MHz on each channel, makes tune up a whole lot easier rather than going 20 
MHz in one jump.

The SRA series Syntors will make excellent repeaters.
I have had 3 on the air for about 4 years, with no failures of any kind.
They just require one drawer unit for transmit and one drawer unit for
receive.

The mid split (150-162) will slide to 2 meters with minimal tuning.
