The version that's linked from hilgraeve.com's website is a newer, 
likely improved, version than the version that's bundled with Windows.

It's not in the FCC database because it's not his current callsign.  
KD6HCN does show up in qrz.com's database, even if it isn't currently 
listed in the FCC database.  His current callsign, as per qrz.com, is 
N6CID and is in fact listed in the FCC database.

umm-if it's not on the FCC site, it ain't on the others. they get their
