I'll be back at the site and take a more direct look at the cable.
Its smooth black jacket and the sheild is smooth alum., then a form 
insulator with a solid copper clad center conductor.

I make an adapter for the CATV hardline out of the screw on sleeve from a 
standard PL-259 connector.  The hardline center conductor is the same size as a 
PL-259 pin, and the inside diameter of the hardline shield fits the outside of 
the PL-259 sleeve.  With a hose clamp gripping the outside of the hardline to 
the sleeve, it makes a usable connector.  I insert a UHF coupler and tape the 
whole thing up and it is suitable to plug in a standard PL-259.

I use a router bit in my Dremel Tool to remove the hardline dialectric so the 
PL-259 sleeve will fit up inside the hardline shield.  Some of the inside of 
the shield gets removed by the router bit also, but this is a good thing as it 
does not fit unless some material is removed from inside the hardline shield.
