DPL is to DCS as PL is to CTCSS...in other words, they are different names for the same thing. And GE's name is CG or Channel Guard. DCS is a generic name, DPL is Motorola copyright. DCS will do inverted, just like DPL, however an inverted code just matches up to another non-inverted code (inverted code 023 will match non-inverted code 047).
