totally agreed. (except for the URL, that could be whereever…)

putting build logs in the binary packages because they are unreliable/have too
many failures seems like a gross hack to me.

Nothing to be fixed (and probably not even discussed within Debian) *now*, but
I think we should bring this up on debian-devel once Stretch has been released.

For now, I'd suggest filing bugs so these issues are not forgotten.
(Alternativly, though IMO less prefered, putting notes in notes.git could also
serve as a reminder for us.)
