What version are you running?
RBTools 0.3.4

What steps will reproduce the problem?
1. Create .reviewboardrc file with "OPEN_BROWSER=True" line.
2. Upload something to the Review Board from the directory which contains  
this file.


You will see that this setting has no effect.  It seems that only  
REVIEWBOARD_URL is taken from that file.


I'm running Windows XP, Firefox browser.
