What version are you running?
1.6.11
What's the URL of the page containing the problem?
reviewboardurl/dashboard
What steps will reproduce the problem?
1.update and review request, last updated time is shown based on server
timezone.

What is the expected output? What do you see instead?
I'm in India and if i have updated a request a minute ago, the dashboard
will show it as 13 hours, 31 minutes ago since the server is in US.
What operating system are you using? What browser?
Windows 7, Chrome
