[SPARK-17927][SQL] Remove dead code in WriterContainer.

## What changes were proposed in this pull request?
speculationEnabled and DATASOURCE_OUTPUTPATH seem like just dead code.

## How was this patch tested?
Tests should fail if they are not dead code.
