stateful udf should be nondeterministic ## What changes were proposed in this pull request? Make stateful udf as nondeterministic ## How was this patch tested? Mainly relies on existing queries. We also manually check the queries with stateful udf in the filter. Without the patch, the udf is mistakenly pushdown for efficiency. After the patch, the physical plan is generated correctly.
