It's a little safer and tidier to synchronize on `openStream` rather than 
the containing `object`. Looks good to me though.

[SPARK-20243][TESTS] DebugFilesystem.assertNoOpenStreams thread race

Synchronize access to openStreams map.

Existing tests.
