[SPARK-22949][ML] Apply CrossValidator approach to Driver/Distributed
memory tradeoff for TrainValidationSplit
## What changes were proposed in this pull request?
Avoid holding all models in memory for `TrainValidationSplit`.
## How was this patch tested?
Existing tests.
