[SPARK-18844][MLLIB] Adding more binary classification evaluation metrics

## What changes were proposed in this pull request?

The following additional binary classification metrics are added.
False omission rate: `forByThreshold`
False discovery rate: `fdrByThreshold`
Negative predictive value: `npvByThreshold`
False negative rate: `fnrByThreshold`
True negative rate (Specificity): `specificityByThreshold`
False positive rate: `fprByThreshold`
