SPARK-26133 removed deprecated OneHotEncoder and renamed OneHotEncoderEstimator to OneHotEncoder. Based on ml migration doc, we need to keep OneHotEncoderEstimator as an alias to OneHotEncoder. This task is going to add it. ## How was this patch tested? Added tests.
