(6 November 2007) The Commission's annual strategy document explaining its
policy on EU enlargement has been adopted and become available on line.  It
consists of a Strategy paper that explains the Commission's policy on
enlargement of the European Union.

traiesti in Romania. Si noi traim tot aici. Si pe noi ne streseaza. Si
ne enerveaza. Toti. De la institutiile statului, trecand prin regiile
autonome si prin firmele private mari, ajungand pana la firmele mici
si chiar oamenii de pe strada. Nu putem pretinde ca avem solutia
pentru a opri nervii si stresul. Dar putem incerca sa raspundem. Nu
mai vrem sa mergem pe strada cu privirea cenusie in pamant. Care si el
e cenusiu. Aici pe tengura.ro putem sa spunem public tot ce ne
deranjeaza. E dreptul nostru, si ei nu au de ales decat sa asculte.
Asa ca nu mai stati pe ganduri, povestiti-ne problemele voastre si noi
vom face tot posibilul ca povestile voastre sa fie citite de cat mai
multi oameni. Ei vor sa ne tina separati, noi stim ca doar impreuna
putem fi auziti. Nu va cerem decat sa va straduiti (mult) sa folositi
un limbaj civilizat, si pe cat posibil sa dati nume, adrese, etc,
reale. (de ex in loc sa scrieti "o persoana din primarie", dati numele
acesteia).
Tengura.ro incurajeaza dreptul la replica. Asadar, in cazul in care o
persoana sau institutie vizata de un comentariu doreste sa raspunda, o
poate face, si chiar ne-am bucura de acest lucru.
Nu dorim ca acest site sa ramana la stadiul de "loc pentru efectuat
plangeri", "loc de dat cu capul", etc. Vom incerca sa trimitem
link-uri catre acest site tuturor institutiilor, firmelor sau
persoanelor vizate aici, pentru a lua la cunostinta de dolenatele
tuturor. Nu consideram ca singurul lucru care se poate face este sa ne
plangem. Sigur se poate face si altceva, suntem inventivi, doar suntem

Eii, si astia ... de pe "zidul" lor .
Se fac ca nu stiu ca Mussolini inca bantuie mintile italienilor.
Mai bine s-ar gandi la ce urmeaza si s-ar pune de construit ghetouri pentru cei 
care vor fugi dupa venirea extremei drepte la putere in Italia.

Nouvelles traduites et présentées par Laure Hinckel, Paris, éditions Non

Scriitorii Dan Lungu, Florin Lazarescu si Lucian Teodorovici aduc literatura
tanara in librariile Frantei, cu volumul "Pas question de Dracula".

Trei autori tineri, Dan Lungu, Florin Lazarescu si Lucian Dan Teodorovici -
toti editati de Polirom -, si-au vazut de curand prozele publicate de
edituri fran-ceze, intr-o conjunctura care, mutand accentul din
cinematografie, vorbeste deja despre „noul val de literatura romana”.

Sub titlul „Pas question de Dracula”, cei trei autori sunt reuniti intr-un
volum colectiv de proza scurta publicat luna aceasta intr-un tiraj de 1.000
de exemplare de Editura franceza Non Lieu, care promoveaza cultura sud-est
europeana in revista „Au sud de l’est”. 

Textele au fost traduse de Laure Hinckel si Iulia Tudos-Codre. Initiativa
apartine Fundatiei Corona din Iasi care, prin proiectul „Ferestre de
hartie”, sustinut prin programul Promocult 2007, a facut posibila nu doar
traducerea si editarea cartii in Franta, dar si problematizarea, prin
dezbateri si mese rotunde, a modului in care literatura romana poate fi
adusa mai aproape de publicul strain. 

Pe 24 si 26 octombrie, Dan Lungu, Florin Lazarescu si Lucian Dan Teodorovici
au sustinut, la Paris, doua lecturi publice la Institutul Cultural Roman si
la Maison d’Europe et d’Orient, aratand editorilor, criticilor si
scriitorilor francezi ca literatura romana actuala, plina de prospetime,
vitalitate si fantezie, e lipsita de complexe.

Tiraj epuizat

Daca Lucian Dan Teodorovici debuteaza ca autor tradus in strainatate, Dan
Lungu are deja sase contracte cu edituri straine (Franta, Slovenia, Austria,
Ungaria), iar Florin Lazarescu, trei. 

In 2005, Editura Jaqueline Chambon i-a publicat „Raiul gainilor” lui Dan
Lungu, care s-a bucurat de cronici elogioase si s-a vandut in 2.500 de
exemplare, dintr-un tiraj de 3.000. La Targul de la Frankfurt, incheiat
recent, autorul a avut program de interviuri, iar editurile nemtesti s-au
aratat interesate de cel mai recent roman al sau, „Sunt o baba comunista”,
in curs de aparitie si in Franta. 

Volumul lui Florin Lazarescu, „Trimisul nostru special”, premiat la
Frankfurt anul trecut si deja publicat in limba germana la Editura Wieser
Verlag, a ajuns in aceasta toamna in librariile Frantei, in nu mai putin de
2.500 de exemplare. Cifra e similara - sau chiar mai mare - cu cea pe care
mizeaza si editurile romanesti in cazul unor autori tineri.

Des Syrtes este specializata in literatura Rusiei si a Europei de Est:
dintre romani au mai fost publicati Camil Petrescu si Paul Goma, Florin
Lazarescu fiind primul tanar din noul val pe care mizeaza editura franceza. 

„Exista sansa de a se crea un val”

La Paris, intre doua avioane, Florin Lazarescu recunoaste ca a iesi din
Romania, ca tanar autor de succes, nu mai e ceva exceptional, ci e semn de
normalitate: „E un moment foarte bun pentru intreaga literatura romana. Eu
am fost al doilea copyright, in istoria Poliromului, vandut pentru editia in
limba franceza. De atunci, Poliromul a mai vandut peste 20 de copyrighturi.
Numai autori romani din colectia Ego Proza, lansata in 2004, cu deja peste
50 de scriitori publicati. Cu cat iesim mai mult in afara exista sansa de a
se crea un val”.

Printre tinerii ajunsi deja la cititorii straini, inaintea unor scriitori
autohtoni consacrati, se afla si Filip Florian (publicat de celebra
Harcourt), Cecilia Stefanescu sau Florina Ilis.

Olimpia Bogdan-Verger, agentul literar care l-a descoperit si publicat pe
Florin Lazarescu la Editura Des Syrtes, recunoaste ca, pentru ca un autor
roman sa apara in strainatate, e nevoie uneori de noroc.

Bucharest is a hellish place to live, thanks largely to its mayor, Adriean
Videanu.



In a hapless interview on the Turcescu show on 27th September, Bucharest's
mayor Adriean Videanu attempted to defend his record in the two and a half
years he has been in office, after taking over from his fellow Democratic
Party colleague Traian Basescu. Videanu used bureaucratic arguments to
escape responsibility for many of the problems which the city faces. For
example, he claimed that he was largely powerless to improve the quality of
the metro system because this is controlled by the Ministry of Transport and
not the town hall. He had little to offer in the way of concrete solutions
to deal with the present free for all in the construction of buildings,
which has led to protests, most notably over the construction of the office
block next to St Joseph's Catholic Cathedral.



Mr Videanu's responses are an abdication of responsibility and are just not
good enough. Anyone who lives and works in Bucharest knows that it is a city
in crisis. Driving across the city routinely takes two hours or more.
Conditions on the public transport system are miserable, in the peak hours
at least, because of the appalling overcrowding. (A good example of this can
be seen at Crangasi in the early morning, where it can often be completely
impossible to board tram 41 in the direction of Piata Presei.) When it is
possible, the trams run full to bursting, with passengers squashed against
the doors. There are delays at every stop, as people force their way off and
on, and then the drivers have to make several attempts to close the doors.
As the delays build up, so does the overcrowding. The conditions on this
route are just as bad as on public transport under Ceausescu. Tram 41 is
also frequently suspended completely by power failures. Yet this so called
"light metro" was inaugurated as a prestige project only a few years ago by
the city's then mayor, Traian Basescu. This and the limited extension of the
metro to 1 mai, have been the only developments of the public transport
system since 1989, in spite of the economic boom, and the huge increase in
the number of cars on the roads.



Conditions on the metro are marginally better than on surface transport, but
here too overcrowding is a serious problem, not only on trains themselves
but also at the interchanges at Piata Unirii and Piata Victoriei. To pass
through the passage at Unirii between the two metro lines or the steps at
Victoriei, it is commonplace to have to stand in a queue, waiting for those
ahead to get through, particularly when two trains have come in at once. The
solution to this overcrowding in the stations and on trains is to increase
frequencies. This should have been easy, as a golden opportunity was
presented by the acquisition of new trains. The metro authority could simply
have kept more of the old ones going, so that more trains could run in the
peak periods. Instead, intervals of up to ten minutes even in rush hours are
not uncommon, particularly on the Dristor-Republica route. Some improvements
to frequencies have been promised soon, but it remains to be seen how this
will work out in practice.



In major cities in the developed world, using public transport is the norm.
In Bucharest, almost anybody who has a car uses it all the time, because the
conditions on public transport are so poor. The only solution is radical
improvement of the public transport system, so that conditions are civilised
and journey times short. In the long term, the metro needs to be extended,
and the much awaited connections to Baneasa and Otopeni in the north, as
well as to Drumul Taberei in the west need to be completed.



However, the citizens of Bucharest should not have to wait five to ten years
until new metro lines open for an improvement to the present chaos. So the
bus system, still basically the same as under Ceausescu, needs to be
redesigned, with dramatically increased frequencies (triple would be about
right in the peak hours), new routes and improved coordination with the
metro. Up to now, all that has happened is that new vehicles have been
introduced, but this is pointless if buses are just as overcrowded as ever
and the quality of the travel experience does not improve. Fares need to be
heavily subsidised, and the cost of season tickets needs to be considerably
reduced. One useful innovation would be to adopt the Prague system whereby
one ticket is good for one and a half hours for as many changes as the user
