yum and apt repositories have different methods required to mirror them. Rsync 
is not a good option.


I've setup repos via aptly https://www.aptly.info/ for apt.

I haven't had to mirror yum repos and configure systems to access the mirrors 
(I've looked at it a bit and it's seemed to be very hard to do)


if you search for information on creating a local mirror for yum or apt you will 
find all sorts of tools out there to do this.
