You have to grant rights accordingly.

I’d suggest to go to Tools, configuration, global, group rights, and grant the rights for viewing group dashboards to
test_grp

Save it as a dashboard for that group.

When you click Home/New Dashboard see Privacy? That's the important 
bit. If you have rights to create dashboards for that group, you should 
see it in the dropdown list.
