Do you really need apache/mod_perl for testing? Use rt-server that
forks in RT 4.0 and can serve multiple clients unlike standalone
server in RT 3.8.

Depends on how 3.8.10 is installed. If instance is separated from perl
@INC then it's easier.

Shouldn't, but it's possible and happened before with older versions.

I always build a dedicated Perl for each instance frontended by fcgid,
so this is never a problem.  Just did exactly this for our rt4 upgrade
-- had it in parallel with 3.8.x for quite some time before we pulled
the trigger.  Disk is cheap :).
