I suspect the 2 lines

Either you start the 2 lines with # or you don't.
You want either
#Set(@Plugins,(qw(RT::Extension::QuickDelete
#RT::Extension::CommandByMail)));
or
Set(@Plugins,(qw(RT::Extension::QuickDelete
RT::Extension::CommandByMail)));
